Law enforcement personnel had since long been targeted by the terrorists. On June 20, 1990 at about 8:55 PM, the terrorists exploded a powerful bomb at the police post of Purana Shalla in Sadar Gurdaspur. As a result, three persons including Sarpanch of the village were killed and 10 seriously injured. The roof of the building collapsed due to the powerful explosion. The terrorists' motive behind the explosion was to demoralise the police force and create terror in the public.
